The NEBOSH HSE Certificate in Process Safety Management

Occupational safety counts the injuries that happened; process safety prevents the one that must never happen. This qualification exists because loss of containment is managed or it is suffered — there is no third state.

The programme

Catastrophic process accidents rarely begin with recklessness; they begin with loss of containment nobody was managing. The NEBOSH HSE Certificate in Process Safety Management — developed jointly by NEBOSH and Great Britain’s health and safety regulator, the HSE — is the specialist qualification for those who carry safety responsibility in high-hazard process industries. The syllabus works through its four elements as one discipline: process safety leadership, including management of change and worker engagement; management of process risk — permit systems, asset management, contractor control; process safety hazard control, from safe start-up and shutdown to reaction hazards and bulk storage; and fire and explosion protection, dust explosions included. Assessment is a 90-minute online examination of 40 questions, part case-study-based, taken at the end of the taught programme. Cohorts run across the Middle East and Africa — Dubai, Dammam, Doha, Muscat, Lagos — and live online, in English and French.

What you will do

Lead process safety visibly — management of change, organisational learning and worker engagement as leadership work, not paperwork.
Establish process safety management systems that hold under operational pressure — permit to work and contractor control included.
Set asset management and maintenance strategies for safety-critical plant.
Manage safe start-up and shutdown of process plants.
Define performance standards for safety-critical systems and equipment — and hold plant to them.
Control the hazards of chemical reactions, bulk storage of dangerous substances, and fire and explosion.
Build emergency plans with a clear purpose and the features that make them work.

Who attends

  • Safety professionals in oil and gas, chemicals, plastics and pharmaceuticals
  • Plant and operations managers in process industries
  • Process engineers with safety responsibilities
  • HSE advisors supporting major hazard sites

Cohorts bring together board members, executives and the rising leaders behind them — kept deliberately small, so every seat is a peer’s.

III.Element 3 — Process safety hazard control
  • Safe start-up and shutdown — the operating states where containment is most fragile
  • Operating procedures, safe systems of work and utility failures
  • Reaction hazards, dangerous substances and bulk storage
IV.Element 4 — Fire & explosion protection
  • Fire and explosion hazards — dust explosions included — and their control measures

Frequently asked

How is the NEBOSH Certificate in Process Safety Management assessed?

Assessment is a 90-minute online examination taken at the end of the taught programme. It comprises 40 questions, part of them case-study-based, and the final teaching block includes an examination clinic with case-study practice — so you sit the assessment having already rehearsed the format under a tutor’s guidance rather than meeting it cold on the day.

What does the NEBOSH process safety syllabus cover?

The syllabus works through four elements as one discipline: process safety leadership, including management of change and worker engagement; management of process risk — permit-to-work systems, asset management and contractor control; process safety hazard control, from safe start-up and shutdown to reaction hazards and bulk storage; and fire and explosion protection, dust explosions included.

Who is the NEBOSH HSE Certificate in Process Safety Management for?

Developed jointly by NEBOSH and Great Britain’s health and safety regulator, the HSE, it is the specialist qualification for those carrying safety responsibility in high-hazard process industries — safety professionals in oil and gas, chemicals, plastics and pharmaceuticals, plant and operations managers, process engineers with safety duties, and HSE advisors supporting major hazard sites.

Where can I take the course, and in which languages?
