IFPR and ICARA Implementation and Management Processes Masterclass

The IFPR regime made practical — the ICARA process, the Overall Financial Adequacy Rule and both threshold requirements, for firms leaving Exempt CAD, BIPRU and IFPRU behind.

The programme

Every firm previously classed as Exempt CAD, BIPRU, IFPRU or CPMI now answers to the IFPR — and the bill can include more regulatory capital at individual and parent level, additional liquid assets, enhanced reporting and a governance framework built around financial resilience. The pivotal change is the Overall Financial Adequacy Rule: the step-by-step assessment behind the own funds threshold requirement and the liquid assets threshold requirement is complex but unavoidable. This masterclass concentrates on the practical mechanics of the ICARA process — how it differs from an ICAAP, what documentation the regime demands, wind-down planning, and the reporting and notification obligations. The cohort works the OFAR assessment through end to end.

What you will do

Map the IFPR’s impact on your firm, whether it sat under Exempt CAD, BIPRU, IFPRU or CPMI before the regime changed.
Run the Overall Financial Adequacy Rule assessment step by step, calculating the own funds and liquid assets threshold requirements.
Distinguish the ICARA from an ICAAP and structure the process, framework and internal support accordingly.
Stress-test own funds and liquidity requirements under the IFPR liquidity regime.
Build wind-down planning that meets the IFPR requirement rather than gathering dust in a policy folder.
Produce the documentation the regime demands, including the MIF007 ICARA questionnaire.
Handle reporting and notification obligations, and anticipate the key challenges before the regulator raises them.

Who attends

  • CFOs and heads of department in investment firms
  • Risk managers, treasury and liquidity specialists
  • Compliance, regulatory change and model validation teams
  • Internal audit, accounting and reporting professionals
  • Board members accountable for prudential compliance

Cohorts bring together board members, executives and the rising leaders behind them — kept deliberately small, so every seat is a peer’s.

Frequently asked

Do these programmes cover the Basel III final reforms and the ICAAP/ILAAP cycle?

Yes. The BIZENIUS banking curriculum is built around the Basel III endgame, ICAAP, ILAAP, IRRBB, IFRS 9 provisioning, stress testing and BCBS 239. Participants leave able to quantify the output floor on their own portfolios, write capital and liquidity documents that withstand supervisory review, and defend the numbers to their board.

Are the programmes adapted to regional supervisors such as SAMA, CBUAE or BCEAO?

Casework is built around supervisory documents rather than textbook theory, and faculty include former practitioners who have sat on both sides of an examination. Programmes address the questions SAMA, CBUAE, BCEAO and other home regulators actually put to the desk, and an in-house edition can be tailored to a single jurisdiction.

How do I secure a seat on a banking programme?

Apply for a seat or request the brochure from the programme page. A senior practitioner — not a sales team — responds within one business day, and the brochure arrives with that reply. BIZENIUS runs on enquiry: there is no online checkout.

Can a programme run in-house for our bank?

Every BIZENIUS programme can be delivered in-house, tailored to your balance sheet, your regulator and your data, in English or French. Many institutions start with an open cohort, then commission a private edition for the wider team.
